Cesare was born in Pavia on the bank of a river, but he chose the sea as his vocation. In 1988 he started to work in Taranto for Italian Navy as Petty Officer. In 1997 he becomes a professional diving instructor. He performs in IANTD until he becomes IANTD Technical & Normoxic Instructor Trainer. He takes part to several IANTD Expeditions gaining the title of Expedition Leader. He is specialized in the search for wrecks, in particular in the sea of the South Adriatic, doing a number of important historic shipwrecks discoveries, gaining competence and dedicating to the spread of knowledge in this field through the magazines Mondo Sommerso, SUB Underwater Magazine, ScubaZone and Il Subacqueo. From march 2015 is member of The Explorers Club of New York.
